§ 70.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ALLEY. A minor public way having a narrow right-of-way and affording a secondary means of access to abutting properties.
   AUTHORIZED EMERGENCY VEHICLE. Vehicles of the Fire Department, police vehicles and ambulances; and also vehicles owned or operated by members of the Fire Department for emergency purposes.
   BOULEVARD. The area of the public right-of-way lying between the established roadway and the adjacent property line that is set aside for public utilities, utility poles, sidewalks or walkways, and fire hydrants.
   CROSSWALK. Any portion of a roadway at an intersection or elsewhere distinctly indicated for pedestrian crossing by lines or other markings on the surface.
   CURB LOADING ZONE. A space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
   DRIVER. Person who drives or is in actual physical control of a vehicle.
   INTERSECTION. An at-grade junction where two or more roads meet or cross. Where a highway includes two roadways 30 feet or more apart, then every crossing of each roadway of such divided highway by an intersecting highway shall be regarded as a separate INTERSECTION. In the event intersecting highway also includes two roadways 30 feet or more apart, then every crossing of two roadways of such highways shall be regarded as a separate INTERSECTION.
   MOTORCYCLE. Motor vehicle designed to travel on not more than three wheels in contact with the ground, except any such vehicles as may be included within the term “over-sized.”
   OFFICIAL TIME STANDARD. Wherever certain hours are named herein, they shall mean standard time or daylight savings time as may be in current use in this city.
   OFFICIAL TRAFFIC CONTROL DEVICES. All signs, signals, markings and devices, not inconsistent with this chapter placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic.
   OVER-SIZED MOTOR VEHICLE. Semi-truck (with or without a trailer), truck (except pickup trucks of not more than one and one-half tons capacity) and fuel delivery trucks of not more than 4,500 gallons capacity, or bus.
   PARK or PARKING. The standing of vehicle, whether occupied or not, other than temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers.
   PEDESTRIAN. Any person afoot.
   PERSON. Firm, partnership, association or corporation.
   POLICE OFFICER. Officer of the municipal Police Department or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.
   PRIVATE ROAD OR DRIVEWAY. Road or driveway not open to the use of the public for purpose of vehicular travel.
   RESIDENTIAL NEIGHBORHOOD. A grouping of one or more homes within the Residential A Zone, the Residential B Zone, the Mountain Residential Zone, the Mixed-Use Zone or the Golf Course Residential A Zone.
   RIGHT-OF-WAY. 
      (1)   The privilege of the immediate use of the roadway.
      (2)   A strip of land that, upon development of a property, is dedicated as “public right-of-way” for streets, sidewalks, utilities and similar public uses.
   ROADWAY. The portion of a street or highway improved, designed or ordinarily used for vehicular travel. In the event a highway includes two or more separate roadways, the term ROADWAY as used herein shall refer to any such roadway separately but not to all such roadways collectively.
   SIDEWALK, PUBLIC. The portion of the street right-of-way between the established roadway and adjacent property line that is set aside for the use of pedestrians.
   STOP. When required, means complete cessation of movement.
   STREET or HIGHWAY. Way or place of whatever nature dedicated and open to the use of the public, as a matter of right, for purposes of travel and public use.
   THROUGH STREET OR HIGHWAY. Street or highway or portion thereof at the entrances to which vehicular traffic from intersecting streets or highways is required by law to stop before entering or crossing the same and when stop signs are erected as provided in this act.
   TRAFFIC. Pedestrians, bicycles, vehicles and other conveyances either singly or together while using any street for purposes of travel.
   TRAFFIC CONTROL SIGNAL. Device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and to proceed.
   VEHICLE. Device in, upon, or by which any person or property is or may be transported or drawn upon a highway, except devices used exclusively upon stationery rails or tracks, provided that for purposes of this chapter, a bicycle shall be deemed a VEHICLE.
