In compliance with the provisions of the State Water Pollution Control Act and the Administrative Rules of South Dakota, Article 74:52, the city is hereby authorized to compost biosolids and to comply with the Sludge Management Plan as approved by the United States Environmental Protection Agency. The city will also comply with additions to the Sludge Management Plan as required by the United States Environmental Protection Agency and the city will comply with all of the permit requirements in the authorization to compost sludge biosolids.
