10-2-2: PREAPPLICATION SUBMISSION OF PLANS:
Prior to filing a request for a preliminary plat application, the subdivider shall meet with the administrator to discuss the proposed subdivision. Following this meeting, the subdivider shall submit to the administrator a sketch plan of the development proposal to enable review and comment. Such plans may be generalized in content, and such submission shall not require the official filing of a subdivision application and fee. The sketch plan shall include the following:
   A.   Sketch Plan: The preapplication shall include at least one copy of a sketch plan. The sketch plan shall include the entire developmental scheme of the proposed subdivision, in schematic form, and including the following:
      1.   The general layout and approximate dimensions of streets, blocks and lots in sketch form;
      2.   The existing conditions and characteristics of the land on and adjacent to the proposed subdivision site; and
      3.   The areas set aside for schools, parks and other public facilities.
   B.   Action By Administrator: The administrator shall review said plans and data as submitted and, within thirty (30) days, advise the subdivider, in writing, as to the general conformance or nonconformance of the plans with this title. These same findings shall be submitted to the council for review. Such review shall include the following:
      1.   Compliance of the proposed development with existing local or state governmental goals and objectives or comprehensive plan.
      2.   Determination if additional special permits such as rezone, special development permit or variance, are needed and the manner of coordinating such permits, and if ordinance conflicts exist.
      3.   Consideration of any unique environmental features or hazardous concerns that may be, directly or indirectly, associated with the subject property, such as areas that have been designated by the state of Idaho as areas of critical concern, unique plant or animal life, floodplain, airport flight pattern and other land use data.
      4.   Consideration of other local and state governmental agencies that the subdivider should contact before preparing a preliminary plat. (Ord. 193, 12-13-2001; amd. 2008 Code)
