Any person who violates, disobeys, omits, neglects, refuses to comply with, or resists the enforcement of any of the provisions of this chapter or the rules and regulations as adopted by the purveyor, shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall, for each offense, be subject to penalty as provided in section 1-4-1 of this code.
