The War Memorial Commission shall annually elect a Chairperson from its members, to serve for a term of one year. The Commission may elect a Secretary and Treasurer, not a member of the Commission, who shall hold the combined office at the pleasure of the Commission and may receive a salary to be determined by the Commission. The Commission may select and fix the compensation of such officers or employees as it deems necessary to carry on the work of the Commission, to serve at the pleasure of the Commission. The compensation of all officers and employees of the Commission employed in the operation or maintenance of the memorial shall constitute maintenance expense and shall be paid as such.
