§ 33.096 MEMBERS; APPOINTMENT AND TERMS.
   (A)   The Library Board of Trustees shall consist of ten members, five to be chosen by the Mayor of the city and five to be chosen by the County Judge. Persons appointed by the Mayor of the city shall be residents of the city. Persons appointed by the County Judge shall be residents of the county, but may reside in incorporated areas in the county, including the city.
   (B)   Except as provided immediately hereafter, the term of office of each member shall be four years and until his or her successor is selected and qualified. The terms of office of the initial Board of Trustees shall be determined as follows: The five appointees of the Mayor of the city shall draw lots for the determining of the length of their respective terms of office; and one trustee shall be selected to serve for a term of four years, one for a term of three years, one for a term of two years and two for terms of one year. The five appointees of the County Judge shall similarly be assigned terms of office.
