(A) The Human Rights Commission shall be composed of 15 members. The members shall be appointed by the Mayor who shall select persons who are nearly as possible representative of several social, economic, religious, cultural, ethnic and racial groups which comprise the population of the city. All members shall be residents of Christian County.
(B) One member shall be a City Council member.
(C) One member may be a youth member currently enrolled in high school or college.
