(A) The function of the Department of Communications-Disaster-Emergency Services shall be to perform the daily emergency receiving and dispatching services for all public safety departments; to coordinate communications during times of emergencies and disasters; to coordinate emergency and disaster operations between organizations during times of emergencies and disasters; and to prepare and carry out all other functions as prescribed by other city, state and federal laws as same apply to local needs.
(B) The Department shall include all those functions of civil defense as prescribed by city, state and federal laws as same apply to local needs.
