No permit shall be issued to a person who is not of good moral character or who will not, in the judgment of the Mayor, obey the laws of the Commonwealth of Kentucky in carrying on a business or who within two years prior to the date of filing of the application has been convicted of maintaining a public nuisance or who has been convicted of a felony.
