(A) Office and phone. The franchisee shall comply with all federal customer service standards and, in addition, will comply with the requirements of HCO Chapter 100 Appendix A, as amended from time to time.
(B) Rates and charges. Except to the extent and for the time prohibited by federal law, all of franchisee's rates and charges are subject to regulation and prior approval by the city.
