§ 31.52 EMERGENCY PASSAGE OF ORDINANCES.
   (A)   In an emergency, upon the affirmative vote of two-thirds of the entire membership, the legislative body may suspend requirements of a second reading and publication to provide for an ordinance to become effective by naming and describing the emergency in the ordinance. Publication requirements shall be complied with within ten days of the enactment of the emergency ordinance.
   (B)   The ordinance may be made effective upon its passage and approval by the executive authority; however, it should be published as soon as possible as the publication requirements are only suspended and not waived.
