The purpose of this subchapter is to provide funds to the city's General Fund to be expended for public purpose designated by City Council including, but not limited to, administration, legislative, public safety and public works programs, projects and services. Revenues collected under this subchapter may also be transferred to other funds authorized and funded by City Council for specific public purposes.
