(A) The Council shall meet as a Committee of the Whole each month on Thursday following the second regular Council meeting at 6:00 p.m. at the Municipal Building. The Presiding Officer shall be elected by majority vote of the Committee of the Whole.
(B) A special committee may be created by the legislative body to study any problem and shall report to the body as directed.
(C) A committee composed wholly or in part of citizens who are not members of the legislative body may be created by the Presiding Officer with the approval of a majority of the members of the legislative body to study any public issue.
