Basic principles to be followed for effective meetings.
(A) Only one subject may claim the attention of the body at one time.
(B) Each proposal properly presented is entitled to full and free debate.
(C) Every member has rights equal to every other.
(D) While the majority will must be carried out, the rights of the minority must be protected.
(E) The views of each member are merged into the body as a whole.
