§ 31.18 PUBLIC MEETINGS.
   (A)   All meetings of a quorum of the legislative body or its committees at which any public business is discussed or at which any action is taken shall be open to the public.
   (B)   A majority of the members present in public meeting may vote to hold a closed session excluding all persons except members. City officers, employees or persons deemed by the Council to be necessary for the purposes of a closed session may attend, with the approval of the members.
   (C)   No official acts shall be taken or final decisions made in a closed session and no matter may be discussed except those publicly announced.
