(A) Regular meetings of the legislative body shall be held the first and third Tuesday of each month at the Municipal Building (6:00 p.m., local time). The place, date and time of a regularly scheduled meeting of the legislative body may be changed by either the Presiding Officer or a majority of the members of the legislative body not less than five calendar days prior to the meeting; however, if the date or time are changed, the meeting is deemed a special called meeting pursuant to the Open Meetings Act and subsequent rulings.
(B) A special meeting may be called at any time by the Presiding Officer or a majority of the members of the legislative body by personally delivering, faxing, e-mailing, or mailing written notice to each member of the legislative body and to each newspaper of general circulation, and to each media organization which has filed a properly written request to receive notification of meetings. Notice must be delivered at least 24 hours prior to the meeting.
(C) Notice is not required if the special meeting is called to deal with an emergency.
