(A) Minutes of all Council and committees of the legislative body shall be prepared in action-only format and shall include the date, time and place of the meeting, type of meeting, members and staff present, members absent, time called to order, all actions and votes of the legislative body, names of individuals speaking under public comments and adjournment time.
(B) The minutes must be approved by the legislative body and signed by the Presiding Officer and the City Clerk.
