§ 31.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   EXECUTIVE. The Mayor, with the responsibility to administer legislative policies and to supply information concerning them.
   EXECUTIVE ORDER. An official act of the executive of a municipality which is binding upon the officers and employees of the municipality and any governmental agency over which the municipality has jurisdiction.
   LEGISLATIVE BODY. The basic policy-making agency with the power to enact laws, adopt a budget, set tax rates and service fees, and appropriate money. The LEGISLATIVE BODY is called the CITY COUNCIL.
   MUNICIPAL ORDER. An official act of the legislative body of the municipality which is binding upon the officers and employees of the municipality and any governmental agency over which the municipality has jurisdiction. A MUNICIPAL ORDER is voted on by voice vote.
   ORDINANCE. An official legislative act which is general and permanent in nature and enforceable as law within the local jurisdiction; or which is an appropriation of money. An ORDINANCE is voted on by roll call vote.
   RESOLUTION. An act of a special or temporary character not prescribing a permanent rule of government, but merely declaratory of the will or opinion of a municipal corporation. A RESOLUTION is voted on by voice vote.
