The city has designated the Hopkinsville Surface and Storm Water Utility (SSWU) or the utility's designated agent to administrate and enforce the chapter. The duties will include, but not be limited to:
(A) Adopting by reference the most recent version of the Kentucky Best Management Practice for Construction Erosion, Sediment and Pollutant Runoff from Construction Sites: Planning and Technical Specifications Manual (Kentucky BMP Manual);
(B) Review plans and issue permits for grading and clearing, erosion control techniques, process and effectiveness;
(C) Coordinate permits, inspections and other activities with city, state and federal agencies under the city's NPDES; and
(D) Render judgment on the enforcement duties and requirements of this chapter.
