The city has designated the Hopkinsville Surface and Storm Water Utility (SSWU) or the utility's designated agent to administrate and enforce the chapter. The duties will include, but not be limited to:
(A) Establishing methods for detecting illicit discharges and their sources;
(B) Review plans and issue permits for connections to the MS4;
(C) Coordinate permits, inspections and other activities with city, state and federal agencies under the city's NPDES; and
(D) Render judgment on the enforcement duties and requirements of this chapter.
