(A) A non-single-family residential property owner may request credit for a portion of the storm water utility fee. A credit of 20% will be available for properties with retention/detention facilities meeting minimum design standards in accordance with Chapter 155, Storm Water Management and Control, of the City of Hopkinsville Code of Ordinances. An additional credit of 20% may be given for a non-single-family property owner if the retention/detention facilities exceed the design standards in accordance with Chapter 155, Storm Water Management and Control of the Hopkinsville Code of Ordinances. Details for the credit will be set forth in a credit policy manual developed and submitted by the Utility and approved by City Council. A credit will be made available for properties with water quality control facilities.
(B) The water quality credit will be made available upon:
(1) The adoption of a water quality ordinance by the City Council of Hopkinsville; and
(2) The creation of a credit policy manual submitted by the Utility and approved by City Council. To qualify for the credits, documentation must be submitted by a registered engineer licensed in the State of Kentucky.
