The city shall use reasonable diligence and care to maintain free flow of surface and storm water and to avoid any interruption in service. The use of the surface and storm drainage on the premises of the user shall be at the risk of the user, and the responsibility and the liability of the city shall be publicly owned property or easements which have been designated as public surface and storm drainage systems.
