§ 54.001 TITLE AND PURPOSE.
   (A)   Title. This chapter shall be known as the "Surface and Storm Water Utility Ordinance for the City of Hopkinsville, Kentucky".
   (B)   Purpose.
      (1)   The purpose of this chapter is to safeguard the lives, health, safety, welfare and property of the public; promote sound development policies and construction procedures which respect the city's watercourses; establish minimum requirements and procedures to control the adverse impacts associated with increased surface and storm water runoff; provide for the planning, design, construction, use, maintenance, repair and inspection of the surface and storm water systems; establish programs and regulations to assure the quality of the water in such a system; decrease drainage-related damage to public and private property; meet the requirements of the National Pollutant Discharge Elimination System (NPDES) Phase II regulations as established by the Clean Water Act; and minimize flooding and provide for the enforcement of the provisions of this chapter within the city.
      (2)   This chapter complements other city ordinances and regulations regarding protection of the surface and water systems.
      (3)   This chapter is enacted to protect and preserve the public health, safety and welfare of the residents of the city. The provisions of this chapter shall be liberally construed to accomplish this purpose.
