§ 30.16 PURPOSE OF PLAN.
   (A)   The goals and objectives of city government can only be accomplished through employees organized in such a manner to carry out the programs and policies established by the Mayor, City Council and city, state and federal laws.
   (B)   It is the purpose of the Classification and Compensation Plan to establish job positions in order to recruit and retain employees, in sufficient numbers and qualifications, to serve the public by carrying out the goals and objectives set forth by the elected city officials and established local, state and federal law.
   (C)   The Classification and Compensation Plan is a plan in which all city jobs are classified in accordance with duties and responsibilities. The plan provides for a systematic, organized method for wage and salary administration that minimizes subjectivity and is equitable to all employees.
