In the event any bill or part thereof for water and/or sewer service is not paid in full by the fifteenth day after the due date, the Sewerage and Water Works Commission is authorized to disconnect and cut off the water and/or sewer service to any premises associated with any accounts for which the account holder or other responsible party is liable, even those premises whose associated accounts are not past due. Once water and/or sewer service is disconnected to any premises for nonpayment, the Sewerage and Water Works Commission is authorized to refuse to resume service to any such premises until the entire past due account for which the water and sewer service was discontinued is paid in full.
