§ 30.02 CLASSIFICATION AND COMPENSATION.
   The Classification and Compensation Plan is adopted as set forth herein and in accordance with KRS 83A.070.
   (A)   Elected city officers.
      (1)   The salaries of the following city officers are fixed at the amounts set opposite each office.

      (2)   The salary of the Mayor and City Council shall be adjusted each fiscal year to increase or decrease the salary in line with the Consumer Price Index of the preceding calendar year, as calculated by the Department for Local Government in accordance with KRS 83A.075(1).
   (B)   Appointed city officers. Pursuant to KRS 83A.080(2), the following nonelected city offices are established. All nonelected city officers are required to take the official oath of office.
      (1)   City Attorney.
         (a)   Compensation. Compensation for the City Attorney is established by City Council through the annual budget. In no event shall any compensation fixed herein exceed the limits prescribed by law.
         (b)   Powers and duties. Represent the city in all legal matters in which it is a party of interest. Responsible to the Mayor and City Council, reporting both orally and in writing to them on all legal matters. Work is reviewed in progress and upon completion. The City Attorney shall perform other related work as assigned. Examples of duties. The City Attorney shall appear for the city and attend all cases in which the rights of the city are involved in the federal and state courts and before any administrative board; give all necessary legal counsel and advice when required in the Council; supervise the preparation of all ordinances; supervise or prepare all contracts to which the city may be a party; assist in the collection of delinquent taxes; perform all other legal services called upon to perform by the Mayor or Council in the proper conduct of the legal affairs of the city; and represent the various boards and commissions as required by state law or city ordinances.
         (c)   Minimum qualifications.
            1.   Training and experience. The City Attorney shall be a graduate of an accredited law school and be a regularly practicing Kentucky licensed attorney with considerable experience practicing law in the city.
            2.   Special knowledge, skills and abilities. The City Attorney shall have:
               a.    Thorough knowledge of federal and state law and local ordinances governing city governmental operations;
               b.    Ability and knowledge to represent the city or Council in proper manner and procedure;
               c.    Ability and knowledge to supervise preparation of city ordinances and contracts in which the city is a party of interest;
               d.    Ability and knowledge to represent the city and its interests in litigation and administrative proceedings at the state and federal level; and
               e.    Ability to establish and maintain effective working relationships with governmental officials.
      (2)   City Administrator. Compensation for the City Administrator is established and fixed at the sum established by City Council through the annual budget. Powers and duties are set forth in KRS 83A.090 and the employee job description.
      (3)   City Clerk. Compensation for the City Clerk is established and fixed at the sum established by City Council through the annual budget. Powers and duties are set forth in KRS 83A.085 and the employee job description.
      (4)   Police Chief. Compensation for the Police Chief is established and fixed at the sum established by City Council through the annual budget. Powers and duties are set forth in applicable Kentucky laws and the employee job description.
      (5)   Fire Chief. Compensation for the Fire Chief is established and fixed at the sum established by City Council through the annual budget. Powers and duties are set forth in applicable Kentucky laws and the employee job description.
