During the effective period of any water supply shortage as provided for in § 51.088, the Mayor or Manager of the Commission is empowered to promulgate such regulations as may be necessary to carry out the provisions of this subchapter, any water supply shortage resolution or shortage water rate ordinance. The regulations shall be subject to the approval of the governing body of the city or of the Commission at its next regular or emergency meeting.
