The Commission shall transfer to the city a fee equal to 2% on the gross revenue from the sale of water and sewer service received by the Commission from customers located within the city limits of the City of Hopkinsville. Said fee shall be collected by the Commission and considered as payments in lieu of taxes and as compensation for use of the city's public rights-of-way. Said payments shall be made quarterly on January 31, April 30, July 31 and October 31, for the prior calendar quarter.
