The purpose of this subchapter is to provide for the declaration of a water supply alert, warning or emergency and the implementation of voluntary and mandatory water conservation measures throughout the water system in the event a shortage is declared. Nothing in this subchapter shall be construed to interfere with common law riparian or statutory water rights.
