§ 51.076 APPLICATION PROCESS.
   (A)   All persons, firms, entities or corporations desiring to obtain a permit shall apply to the Hopkinsville-Christian County Planning Commission for same. All applications will be reviewed by the city's Flood Safety Officer who shall recommend approval or denial to the Commission. All applicants shall file with their application detailed plans illustrating how the watercourse or drainage system will be altered. The Planning Commission, upon recommendation of the Flood Safety Officer, may waive the need for an application to be accompanied by detailed plans and specifications drawn up by a licensed, professional engineer if, in the opinion of the Flood Safety Officer, the plan will not adversely impact the watercourse or drainage system. However, the Planning Commission reserves the right to require detailed plans and specifications prepared by a licensed, professional engineer in all cases before making a final decision. If in the opinion of the Flood Safety Officer the watercourse or drainage system will be adversely affected by the proposed plan, then the applicant will be required to submit detailed plans and specifications prepared by a professional, licensed engineer.
   (B)   (1)   The Flood Safety Officer will be responsible for reviewing the plans and making a formal recommendation to the Planning Commission.
      (2)   The Hopkinsville-Christian County Planning Commission will review the recommendations of the Flood Safety Officer and shall render a decision within 30 days after all elements of the plans have been established by an ordinance of the Officer.
   (C)   A permit fee shall be established by an ordinance of the City Council and shall specifically state the cost of the permit.
