Any person, firm, entity or corporation desiring to alter any existing watercourse or drainage system shall obtain a permit from the Hopkinsville-Christian County Planning Commission authorizing the work. All permits must be obtained prior to any work being performed. Failure to obtain a permit shall constitute a violation of this subchapter subject to the penalties set forth in § 51.999.
