(A) The business and affairs of the Hopkinsville sewerage and water works system, the natural gas system, the Pembroke Utility Division, and the Oak Grove Wastewater Division, and the Crofton Utility Division subject to the limitations contained in this subchapter, shall be exclusively supervised, managed and controlled on behalf of the city by a Sewerage and Water Works Commission of five members.
(B) Four of the members of the Commission shall be selected from among the registered voters in the county and a majority of the Commissioners shall be residents of the city, who shall be appointed by the Mayor, subject to the approval of the City Council.
(C) One City Council member shall be appointed by the Mayor to serve on the Sewerage and Water Works Commission, with pay, and will be appointed for a term of one calendar year.
