HWEA shall transfer to the City of Hopkinsville a payment of $0.015 per CCF which shall be a payment in lieu of taxes and as compensation for use of the city’s public rights- of-way. This payment amounts to 3% of $0.49 per CCF, (rounded to the nearest $0.001) and shall be adjusted proportionally in the event this rate is increased or decreased. These payments shall be due annually no later than August 31, after the end of each fiscal year.
