§ 57.23 MONTHLY RATES AND CHARGES.
   (A)   The following rates shall be applicable:
      (1)   Residential. Monthly meter charge $15 per month, plus the Cost of Service.
      (2)   Commercial. Monthly meter charge $50 per month, plus the Cost of Service.
      (3)   Industrial or Weighted Average Cost of Gas (WACOG). Monthly meter charge $400 per month, plus the cost of service.
   (B)   The cost of service shall include the pass through adjustment rate which includes the cost of gas, the base rate, and any applicable fees, taxes or penalties.
   (C)   The base rate shall be $ 0.49 CCF. The Base rate shall be the cost in order to provide service which includes, operations and maintenance, fixed demand costs, and any other costs incurred by the Commission, less the cost of gas.
   (D)   Weighted Average Cost of Gas Interruptible Service (WACOG) shall be available for eligible industrial customers for all purposes where the Commission's distribution mains are suitable for supplying the desired service. The Commission shall establish guidelines to determine customer eligibility for this service. The customer shall maintain, in a usable condition, facilities for substitute fuel or shall otherwise make provisions for the curtailment of gas service hereunder and shall agree to use such substitute facilities or curtailment provisions in order to curtail the use of gas up to 100% of the maximum requirements immediately upon verbal notice from the Commission and, after such curtailment, shall refrain from increasing the use of gas until permitted to do so by the Commission. It is understood and agreed that the Commission will have the right to cut off gas service to the customer in the event customer fails to curtail his use of gas in accordance with the Commission's verbal notice of curtailment. The Commission shall have the authority, under circumstances where it is economically feasible and beneficial to the city, to modify the specific terms of the WACOG natural gas sales agreement entered into between the Commission and a specific industrial end use customer, under § 57.11 herein, as the Commission deems necessary to induce such customer to locate plant facilities in the city or the city's service area or to locate plant expansions that will increase the customer's usage of natural gas at its facilities in the city or the city service area, rather than locating such plant facilities or plant expansions in other locations not served by the Commission.
   (E)   Interruptible or Firm Sales and/or Interruptible or Firm Transportation Service may be offered if available from the Commission's supplier and if offered by the Commission. If offered, the rate for the specific service will be set by the Commission and will include, operations and maintenance costs, fixed costs, and any other costs incurred by the Commission.
   (F)   Due to the volatility of natural gas operating costs, the monthly meter charge, fees, the base rate, the weighted average cost of gas (WACOG), Interruptible/Firm Sales, and/or Interruptible or Firm Transportation Service, if available and offered, may be set, adjusted and approved annually by the Commission and will remain stable throughout the fiscal year (July 1 through June 30), unless otherwise approved by the Commission.
