(A) The Commission shall approve the construction of any new private water system in an area of the city where the municipal water system is not available. The private water system shall be constructed in accordance with the Standards Manual. The owner of a private water system shall be responsible for its proper operation and maintenance. No approval shall be issued to a private water system until the owner has obtained the necessary permits from all local, state and federal agencies having jurisdiction.
(B) Existing private water systems shall not connect to the municipal water system when it becomes available, unless the private service lines comply with the specifications of the Standards Manual and the system has been inspected and approved by the Commission.
(C) Water main extensions and connections within developments such as subdivisions, apartments, condominiums, town houses and mobile home complexes shall be required to comply with the Standards Manual, and all applicable state and federal regulations and codes.
(1) Each separate structure shall be served by at least one water service line. Each water service line shall contain a water meter.
(2) Upon completion of construction, the owner shall furnish the Commission with "as built drawings" showing true locations of all lines, valves, fire hydrants, bends and other appurtenances. Also, engineering certification from the design engineer must be provided.
(D) The Commission may approve multi-family and multi-building complexes to connect two or more buildings with a single master meter. The installation will be considered a private water system and must comply with the requirements of the Standards Manual. The owner is responsible to operate and maintain the system in an appropriate manner consistent with all applicable local, state and federal standards and codes. Any leaks, repairs or upgrading of a private water system must be performed by the owner.
(E) Significant leaks in private water distribution systems connected to the municipal water system not repaired by the owner after notification by the Commission will be repaired by the Commission. The owner will be billed for all costs to the Commission resulting from the leak and its repair.
