§ 51.005 PROHIBITED USE.
   (A)   It shall be unlawful to use the municipal water system, other than for domestic use, without first installing an approved and operational backflow prevention device. The device must comply with local, state and federal standards and must be properly installed, maintained and tested.
   (B)   No water shall be used from the municipal water system without the amount being metered by the Commission, unless an alternative method of measurement has been approved by the General Manager. Strapping of meters can only be performed by authorized representatives of the Commission. Only authorized representatives of the Commission are permitted to operate components of the water system, including, but not limited to, meters, valves, fire hydrants or any other facility.
   (C)   All use of fire hydrants for purposes other than fire protection is prohibited without approval from the General Manager. One time or special use permits may be granted upon application to the Commission. Special use permits may require the metering of all consumption from the fire hydrants using a meter supplied by the Commission. Special use permits may require a deposit, a portion to be refunded with the returned meter less any damage to the meter or fire hydrant and less consumption costs. Special use will not be permitted for filling any tank that contains chemicals, biological wastes, pesticides, herbicides, petroleum residues or any other substance that could contaminate the municipal water system.
