(A) It shall be unlawful for any person to place, deposit or discharge any water from the municipal water system, uncontaminated or contaminated, to other than the Commission's waste water collection system, except for normal exterior household use such as lawn and garden watering and vehicle washing.
(B) No person shall place, deposit or discharge water from the municipal water system, uncontaminated or contaminated, in areas of the city where the Commission's waste water collection system is not available without first obtaining any and all required permits from local, state and federal agencies that may have jurisdiction.
