§ 164.04 DEFINITIONS.
   The following words and phrases, when used in this chapter shall have the following meaning.
   BEST MANAGEMENT PRACTICE (BMP). Refers to physical, structural, and/or managerial practices, that when used individually or in combination, prevent or reduce pollution of water and have been approved by the Surface and Stormwater Utility.
   DEVELOPER. The legal or beneficial owner or owners of a lot or of any land included in a proposed development, including the holder of an option or contract to purchase, or other persons having enforceable proprietary interests, in the land.
   DEVELOPMENT. Any artificial change to property including, but not limited to, building other structures, mining, dredging, filling, all land-disturbing activities, clearing, grading, landscaping, paving, excavation, or drilling operations, any activity that requires a permit or approval, including but not limited to a building permit, grading permit, conditional use permit, unclassified use permit, zoning variance or reclassification, planned unit development, subdivision, master plan development, building site plan, or right-of-way use permit.
   HYDROLOGIC UNIT CODE (HUC). A numeric code that represents a geographic area representing part or all of a surface drainage basin, a combination of drainage basins, or a distinct hydrologic feature.
   POLLUTANT. Anything that causes or contributes to a violation of applicable water quality standards. POLLUTANTS may include, but are not limited to, paints, varnishes, solvents, oil or other automotive fluids, non-hazardous liquid and solid wastes, yard wastes, refuse, rubbish, garbage, litter or other discarded or abandoned objects and accumulations, sediment and detergents so that same may cause or contribute to pollution. POLLUTANTS may also include, but are not limited to, floatables, pesticides, herbicides, and fertilizers, hazardous substances and wastes, sewage, fecal coliform and pathogens, dissolved and particulate metals, animal wastes, wastes and residues that result from constructing a building or structure, and noxious or offensive matter of any kind.
   REDEVELOPMENT. On an already developed site, the creation and/or addition of impervious surfaces, structural development including construction, installation, or expansion of a building or other structure, and/or replacement of impervious surface that is not part of a routine maintenance activity, and land-disturbing activities associated with structural or impervious redevelopment.
   SURFACE AND STORMWATER UTILITY (SSWU). Board created by Chapter 54 of the City of Hopkinsville Code of Ordinances responsible for administering the Municipal Separate Storm Sewer System (MS4) program for the City of Hopkinsville.
