Except as agreed by contract with a gas supplier, all gas meters hereafter installed, whether within or without the corporate limits of the city, shall be owned, serviced, and maintained by the Commission. All meters whether or not owned by the Commission, used for measuring gas furnished by it, shall be subject to the Commission’s inspection at all times, and shall be maintained, serviced, and repaired by it.
