(A) This chapter sets forth uniform requirements for the direct and indirect use of the natural gas system for the city, and enables the Sewerage and Water Works Commission (Commission) to operate, monitor, and administer the natural gas distribution system.
(B) The objectives of this chapter are:
(1) To permit the lawful and acceptable use of the natural gas system for domestic consumption, industrial process, and commercial use;
(2) To protect the natural gas system from misuse, destructive acts, abuse, and vandalism;
(3) To promote efficient and effective uses of the natural gas system; and
(4) To provide for the equitable distribution of the natural gas system cost.
(C) This chapter provides for the regulation of direct and indirect use of the natural gas system through the issuance of permits, in the form of gas meters, to all users and through the enforcement of gas use rules, and to provide for the setting of fees for the equitable distribution of costs resulting from the program established herein.
(D) This chapter shall apply to the city and to persons outside the city who are, by contract or agreement with the Commission, users of the natural gas system. Except as otherwise provided herein, the General Manager of the Commission shall administer, implement, and enforce the provisions of this chapter.
