The Hopkinsville Tax Increment Finance Development Authority shall have the authority to recommend to City Council for approval guidelines and criteria for tax increment financing and the procedures to be utilized by the Hopkinsville Tax Increment Finance Development Authority in reviewing and administering any tax increment financing projects.
