§ 160.11 DUTIES AND POWERS.
   The Commission shall have the following duties and powers:
   (A)   Conducting surveys of historic buildings in accordance with the guidelines of the Kentucky Heritage Council;
   (B)   Developing plans for historic preservation;
   (C)   Recommending designations of historic districts and individual landmarks;
   (D)   Regulating changes to landmarks and properties within designated historic districts where exterior alterations which will distract from the historical character of the structure are proposed;
   (E)   Regulating demolitions, relocations and new construction involving landmarks and properties within designated historic districts;
   (F)   Adopting guidelines for changes to landmarks and properties within the designated historic districts;
   (G)   Working with federal, state and local governments;
   (H)   Advising and assisting interested individuals or groups about historic preservation;
   (I)   Undertaking educational programs including the preparation of publications and the placing of historic markers; and
   (J)   Participating in the Certified Local Government Program as outlined in § 160.04.
