(A) The operations of the Board shall be principally financed by contributions (whether required by statute, or otherwise) from the City of Hopkinsville, Kentucky, and from the Fiscal Court of Christian County, Kentucky.
(B) The City of Hopkinsville and Christian County agree to pay annually to the Board for the operation of the museum such sums as shall be annually appropriated by the City Council.
(C) The Board shall prepare an annual budget based, upon its estimated revenue, from the monies mentioned in the within paragraph and from other sources and shall submit the same annually to the City Council of the City of Hopkinsville and Fiscal Court of Christian County.
