The Hopkinsville Solid Waste Enterprise Board, on behalf of the city, shall have exclusive supervision, management and control of the business and affairs of the entire solid waste system, both in its fiscal affairs and in the maintenance, operation and service. The Board shall have no power to borrow money or to enter into contracts for the expenditure of funds other than those derived from the operation of the solid waste enterprise without specific approval of City Council. The Board shall ensure the rate charged for solid waste service covers all costs of operation and maintenance, capital equipment replacement, landfill closure and monitoring and payment to the city's General Fund in lieu of taxes.
