A court of competent jurisdiction shall award the city its costs and expenses, including reasonable attorney fees, which are incurred by the city because the owner of the blighted property failed, without a showing of good cause, to remedy the blighted or deteriorated conditions outlined in the order issued by the Vacant Property Review Commission.
