The following are standards set forth by the City Council to determine if a structure and/or property is substandard and meets the definition of deteriorated or blighted as outlined in KRS 99.705 to KRS 99.730:
(A) Conditions which are regarded as a public nuisance at common law or declared to be a nuisance in accordance with local codes;
(B) Conditions which are an attractive nuisance to children including, but not limited to, abandoned shafts, basements, excavations, unsafe fences or structures;
(C) Conditions which are unsafe, dilapidated, unsanitary, vermin infested or designated by a responsible agency as unfit for human habitation;
(D) Conditions which create a fire hazard;
(E) Facilities which have had utilities, plumbing, heating, sewerage or other facilities destroyed, disconnected, removed or rendered ineffective so that the property is unfit for intended use;
(F) Conditions which show lack of maintenance and have become a place for the accumulation of trash and debris or a haven for rodents or other vermin;
(G) Tax delinquent for a period of at least three years; and
(H) Has not been rehabilitated in the time period placed upon it by the code enforcement agency.
