§ 152.10 LEGISLATIVE FINDINGS OF FACT; DECLARATIONS OF POLICY.
   (A)   The City Council finds that the need has arisen for the city to address deteriorated or blighted vacant structures and properties which cause deterioration to contiguous neighborhoods and which constitute a menace to the public’s health, safety and welfare. The intent of this subchapter is to establish standards and procedures to protect the public’s health, safety and welfare by eliminating the blight and deterioration of vacant properties and structures within neighborhoods while safeguarding the rights of owners of blighted and deteriorated properties.
   (B)   The City Council finds and declares that there exists in the city blighted or deteriorated vacant properties and/or structures and that there is a need for the city to exercise the powers, functions and duties conferred by KRS 99.705 to 99.730.
   (C)   The City Council further declares that the elimination of blighted or deteriorated vacant properties and/or structures and subsequent preparation of these properties and/or structures for sale or lease to be developed or redeveloped constitutes a public purpose for which public money may be expended and private property acquired as a governmental function to protect the health, safety and welfare of the public.
