The purpose of this subchapter is to establish the Hopkinsville Solid Waste Department as a self-sustaining enterprise operation under the direction of the Hopkinsville Solid Waste Enterprise Board and to establish the Board, as permitted under § 156b of the Kentucky Constitution and subsequent statutes that establish "home rule" for Kentucky cities.
