§ 150.11 PERMITS AND INSPECTIONS REQUIRED FOR ELECTRICAL WIRING; FEES.
   (A)   In every case where new commercial or residential construction is planned, or where there is any remodeling, replacement or addition to those structures requiring alteration in the electrical wiring system thereof, the owner of the structures or the contractor in charge of construction shall first obtain a wiring permit and afterwards obtain approval of the electrical wiring and facilities from a city appointed certified electrical inspector.
      (1)   The City Council shall appoint by municipal order state certified electrical inspectors to perform the inspections as required by KRS Chapter 227. Except for holidays and weekends, the inspector shall perform inspections in conformance with the Kentucky Building Code within 48 hours of the request made by the building owner or contractor.
      (2)   All city appointed inspectors shall be required to maintain records of all inspections and shall make available upon demand to the City Council or any officer of the city those records.
      (3)   The City of Hopkinsville, or its designee, shall be given the responsibility to monitor and oversee the daily activities of the inspectors. The monitoring and oversight shall include, but not be limited to, requiring quarterly reports of inspections made, locations of inspections and corresponding fees charged. Any discrepancy found during the monitoring or oversight will be sent to the inspector for clarification. Any inspector who does not provide the requested documentation or respond to the request to clarify may be subject to removal as an appointed inspector or placed on probation. An inspector placed on probation will be required to submit monthly reports to the City of Hopkinsville, or its designee, and to comply with other imposed conditions during the probationary period.
      (4)   All city appointed inspectors shall have the right during reasonable hours to enter any building in the discharge of his or her official duties.
   (B)   All city appointed inspectors are permitted to charge only the following fees for inspection. Those fees shall be paid directly to the inspector.

Additional customer-requested inspections shall be charged at a rate of $75 each.
 
   (C)   If upon an electrical inspection, the wiring or electrical facilities cannot be approved at that time and additional inspections are required in order to obtain approval for a properly installed service, a reinspection fee of $30 shall apply for each reinspection in addition to mileage and travel time authorized in division (D) below.
   (D)   An inspector may charge, in addition to the inspection fee, an amount for necessary travel to and from the inspection site. The mileage rate charged shall not exceed the amount per mile allowed to state employees, and the inspector shall charge no more than $10 per hour for travel time. If two or more inspections are made during one trip, then the cost of travel shall be divided between the inspections made. In no case shall an inspector charge more than once for the same trip or charge for mileage or time not actually expended.
