(A) Utility trenches.
(1) Large scale projects.
(a) Large scale projects within the right-of-way shall be reviewed by the Hopkinsville Public Works Department prior to the issuance of a permit. Large scale projects are projects with cuts running with the lanes for greater than fifty feet (50'), or where more than three (3) cuts occur between street intersections or two hundred feet (200'), whichever is less.
(b) In any case where large scale projects occur, one and one-half inches (1½") of bituminous concrete surface course shall be applied as an overlay between street intersections. Milling of the existing surface, also to a depth of one and one-half inches (1½"), may also be required if, in the opinion of the Hopkinsville Public Works Department, changes to the existing grade of the street would negatively affect drainage and/or safety of the street.
(c) In order to minimize trenching in newly restored surfaces, whenever large scale projects are proposed, coordination with all utilities within the scope of the project shall occur.
(2) Small scale projects.
(a) Projects that do not meet the definition of a large scale project, shall be considered a small scale project. Emergency circumstances shall also be considered small scale projects. However, permitting requirements shall comply with § 99.04(E).
(b) Repair and restoration for small scale projects shall comply with Figure 5, City of Hopkinsville Surface Restorations Methods Standard Details. For these details, winter shall be defined as the time that hot mix asphalt is unavailable, or generally between December 10 and March 30 of the following year.
(c) Under emergency circumstances, final restoration, either by non-winter or winter restoration methods, shall be completed within seven (7) days after completion of the project. To avoid unnecessary work, completion shall be defined as full restoration of the applicable service(s).
(d) Under non-emergency circumstances, final restoration, either by non-winter or winter restoration methods, shall be completed within forty-eight (48) hours after completion of the project.

(B) Utility access.
(1) As part of the city’s annual resurfacing program, all utilities within the scope of the resurfacing projects shall bring existing utility access points in compliance with this chapter.
(2) No utility access point shall be located either one-half inch (½") above or below final grade of the street (see Figure 6).
(3) No earlier than three (3) months prior to resurfacing a street or streets, the Hopkinsville Public Works Department shall provide a list of streets to be resurfaced to all affected utilities, and those utilities shall prepare to bring all access points into compliance.
